In "Shut Up, America! The End of Free Speech," author Brad O'Leary says the plan amounts to the development of party-approved "commissar committees" to censor the kind of lively and free-wheeling debate America has known since the scrapping of the so-called "Fairness Doctrine" by President Reagan's Federal Communications Commission in 1987. By demanding radio stations answer to local community watchdog boards to ensure programming is "balanced," "fair," "diverse," "tolerant" and "serving the public interest locally," O'Leary says the rules and legislation being planned will once again make talk radio accountable to politicians, political activists and bureaucrats at the FCC. The ultimate threat over the heads of radio stations is license renewal, he explains. "Far-left groups such as ACORN [Association of Community Organizations for Reform Now] stand at the ready to pressure these boards into silencing conservative talk radio programs, either through intimidation or the loss of broadcast licenses," says O'Leary, who, during the presidential campaign, wrote the best-selling book, "The Audacity of Deceit: Barack Obama's War on American Values." The book points out there were only 75 radio talk shows in America during the last year of the "Fairness Doctrine" rules. Today, there are more than 3,000. "The liberals' once-dominant media forum is fading fast, in part because Americans have discovered real diversity of ideas elsewhere," O'Leary writes. "The enemies of free speech know this. They also know that, if they are to accomplish their goal of stifling all debate, they will have to control all media outlets." While the Obama administration and some Democratic congressional leaders have denied efforts to reinstate the "Fairness Doctrine," none have denied efforts to stack the FCC with appointees open to the idea of reining in talk radio. "Under the rubric of 'broadcast localism,' it is clear the commission is proposing no less than a sweeping takeover by Washington bureaucrats of broadcast media," wrote Rep. John Boehner, House minority leader, in a letter to FCC Chairman Kevin Martin as far back as last June. "The proposals and recommendations for commission action contained in the Notice of Proposed Rulemaking amount to the stealth enactment of the Fairness Doctrine, a policy designated to squelch the free speech and free expression of specifically targeted audiences." Those regulations would specifically "reinstitute advisory boards to regulate broadcast content and revive a host of other rules the commission dropped more than 20 years ago," explained Boehner. Also revealed in "Shut Up, America" is evidence that Obama's new FCC chairman wants to create a "Fairness Doctrine" for the Internet to regulate and censor online speech. Julius Genachowski, an Obama friend from Harvard Law School and the mastermind behind Obama's online fundraising machine, is an ardent supporter of so-called "net neutrality" regulations, perceived by O'Leary as a first step toward "Fairness Doctrine"-style regulations on content for the Internet. Genachowski would have government decide what content Internet operators and network owners must provide. "Incredibly, he claims this is to keep the Internet free and open to all," says O'Leary. "In reality, his goal is to usher the heavy hands of federal regulators into the tent. Genachowski would give federal regulators editorial authority over what private operators must provide." Genachowski also advocates creating new media ownership rules that promote a diversity of voices on the airwaves. A prominent Christian leader whose radio and magazine outreaches are solidly in support of biblically-based marriages – and keeps in touch with millions of constituents daily – says he cannot consider Arizona Sen. John McCain a viable candidate for president. "Speaking as a private individual, I would not vote for John McCain under any circumstances," said James Dobson, founder of the Colorado Springs-based Focus on the Family as well as the Focus Action cultural action organization set up specifically to provide a platform for informing and rallying constituents. Dobson, who always is careful to note that he's not speaking for the non-profit ministry, which cannot advocate for or against candidates legally, also doesn't hesitate to state his personal opinions on social or political issues and agendas. Several times he's talked to Republicans, the traditionally conservative political party, about the need to maintain the values of that large part of the U.S. population, or lose the support of those people. His most recent comments came during an interview on the Jerry Johnson Live program on KCBI 90.9 FM. The show host noted that pro-family conservatives already are thinking about the next cycle of leadership in the United States, which will be determined in the 2008 presidential and congressional elections. He also noted that McCain and New York mayor Rudy Giuliani appear to be the leaders. Then he asked Dobson to listen to a statement from McCain and respond. "I think, uh … I think that gay marriage should be allowed if there's a ceremony kind of thing, if you wanna call it that … I don't have any problem with that," McCain says. "Dr. Dobson, would you be comfortable with someone like John McCain as the … conservative or Republican candidate for president?" Johnson asked. "Well, let me say that I am not in the office. I'm in the little condo so I can speak for myself and not for Focus on the Family," Dobson said in rejecting McCain's leadership. He noted that legislation he'd just been discussing on the program, regarding an attempt by Democrat leaders in Congress to create obstacles for ministries such as Focus to reach constituents with action messages about pending legislation, is being supported by McCain, too. "That came from McCain, and the McCain Feingold Bill kept us from telling the truth right before elections … and there are a lot of other things. He's not in favor of traditional marriage, and I pray that we won't get stuck with him," Dobson said. The provisions of the new congressional proposal, hidden deep inside a plan to reform lobbying rules to eliminate the many recent scandals involving members of Congress, would require pro-family groups to provide documentation of their actions to the government any time they try to spark any "grass-roots" action. Phone calls, personal visits, e-mails, magazines, broadcasts, phone banks, appearances, travel, fundraising and other items all would be subject to government tabulation, verification and audits, Dobson said during a recent program. "Clearly, the objective here is to hide what goes on from the public and punish and silence those of us who would talk about what our representatives are doing," Dobson said of the plan by Sen. Harry Reid, D-Nev. American Family Association Chairman Donald Wildmon, Family Research Council President Tony Perkins and American Values President Gary Bauer joined Dobson in urging listeners to flood Capitol Hill with phone calls demanding those speech limits be removed. The People to People program allows young students to visit different countries as ambassadors for the United States. I am really excited to go, but I got accepted later than most others. I am 15 years old and a senior at Pinon High School. I am the head of 4 organizations and involved in 3 others. I tutor middle schoolers after school and I take online classes at home, so I don't have much time on my hands. I live on the Navajo Reservation in Arizona and I don't have as many resources as students in more urban areas. I've asked my relatives for help, but they can't really assist me. Every member of my family has their own financial problems and they can't send me much money. My mother is a single parent and she is going through a very rough time right now, so she doesn't have the capability of helping. Basically, I'm in this on my own. Since the news media reported last month that the special scholarship's funding had run out for the 2008-09 school year, private donors in the Valley have stepped forward, ASU President Michael Crow said. ASU officials are working with a third-party group to provide scholarship money. Crow said he "can't guarantee," but it's his hope that enough money will be available to cover the estimated 200 to 300 students who have to pay higher, out-of-state tuition as a result of changes in state law. ASU officials are advising those students to go ahead and register for fall courses. advertisement "In the last few weeks, we've made tremendous progress with other parties outside the university to secure the resources," Crow said. "So there will be the resources necessary for these students to continue their education." A fund called the American Dream Fund Coalition has been set up and is being maintained by the non-profit group Chicanos Por La Causa. He estimates the cost at about $3 million a year, adding that the money will come from private sources and not state funding. For the past year, 207 undocumented immigrants who graduated from Arizona high schools have received private scholarship money through the ASU Foundation. The scholarships started after the voter-approved Proposition 300 took effect in late 2006, requiring illegal immigrants to pay out-of-state tuition at the state's universities and community colleges. Out-of-state tuition and fees are about $17,000 a year at ASU while the in-state amount is nearly $5,000. The law also prevents illegal immigrants from receiving state scholarships. When Crow announced the scholarships last year, he met with criticism from some state lawmakers who questioned whether the strategy complied with the law. ASU officials have maintained the scholarship is legal because they use private, not state, money. "We're just trying to be helpful to them because many of them are really great students," Crow said. Crow said the students, who ASU calls "special-class international students," are victims of the bad public policy of various countries, including the United States. Not all the students are from Mexico, he said. Some are from China and other countries, and they lack proof of citizenship or legal residency. "It turns out somehow they've ended up in the United States, and they have citizenship nowhere," he said. Private citizens have come forward with donations, he said, "and that's going to be how they are going to pay for their education going forward." State Rep. This business about this being a surprise makes me think that the leak that was planted today was purposely wrong, to create surprise, make sure everybody thought, "Oh, we know what's coming," and have it blown away. "The campaign's going to go on! Ooh, the campaign is going to go on! Well, we thought it was going to be suspended." You know, we all get all these press releases in advance of the State of the Union Address. We all know what's going to be said before it airs. There's no surprises. This was surprise. It may have been done on purpose. RUSH: This, ladies and gentlemen, is what I said on this program the day of the John and Elizabeth Edwards cancer press conference. Jumpstart the campaign. I of course took mountains of grief for this in a number of quarters. "How could Limbaugh be so callous," when in fact I was not the first to say so, I was not the first to categorize this and analyze it in a political sense. The Drive-Bys beat me to this led by Howard Fineman. Now, let's go to CNN, The Situation Room, last night. Host, Suzanne Malveaux filling in for Wolf Blitzer, interviewed Senator Edwards, and she said, "A lot of people have really set up this race as Hillary Clinton versus Barack Obama, but these poll numbers show you second to Hillary and neck and neck with Obama." EDWARDS: I've been moving up. We have some momentum now. I think this is going to be a serious race where voters get a chance to look at the differences in our positions and our personal characteristics to be president. RUSH: "I've been moving up," he said. "We have some momentum now." Would somebody...? You fill in the blank. What was it that caused the momentum? I mean, there wasn't momentum before the press conference. What was it that caused the momentum? It is clear what caused it. But this, ladies and gentlemen, is the pièce de résistance. I am holding this in my formerly nicotine-stained fingers. This is from the Washington Post blog today: "When you visit the John Edwards for President Web site, you're invited to send a sympathy note to the Edwardses. And tens of thousands of well wishers have done so since that heart-wrenching news conference two weeks ago at which Elizabeth Edwards courageously discussed her incurable cancer. What those well wishers get in return -- e-mail messages soliciting contributions to Edwards's campaign." So if you went to the Edwards website and you saw the opportunity to send a sympathy note to the Edwardses -- and tens of thousands am people did -- every one of those people has registered on the Edwards website and every one of them has received an e-mail message asking for contributions to the Edwards campaign. "Visitors to the Edwards site who choose to 'send a note to Elizabeth and John' are first taken to a heartfelt letter from the candidate that was written the day after he learned that his wife's cancer had returned. Edwards thanks readers for their 'prayers and wishes,' vows that he and Elizabeth will 'keep a positive attitude always look for the silver lining' and declares that 'our campaign goes on and it goes on strongly.' Anyone who then chooses to send a note of sympathy to the Edwardses -- and, thus, provide his or her e-mail address -- automatically becomes part of the Edwards campaign's online e-mail database, a list that is crucial to any campaign's ability to raise vast amounts of money over the Internet. If you sent a note to the Edwardses before the critical March 31 end-of-the-quarter fundraising deadline, you would have received frantic e-mail solicitations from the campaign, such as the one on March 28 from Edwards campaign manager David Bonior titled, '96 hours to show substance works.' "'The solicitation asked for '$25, $50 or any amount you can afford to give,'" and you only had 96 hours to do it. This is what it is. Do I need to analyze this? Do I need to add commentary to this? (interruption) You think I do, Snerdley? Well, that means people out there can't figure this out. That means people are not going to understand the point of this without me telling them. I refuse to believe that the people in this audience are that dense. Well, of course there are liberals listening. There are always liberals listening to this program. They're always spying, studying. Okay, what word would you associate with this, folks? Crass? Ballsy? What word would you use? Opportunistic? Some might say, "Hey, Rush, it's politics. It's no big deal. You send a note to some candidate's website, what do expect you're going to get, Rush? I mean, come on. Everybody knows if you sent an e-mail to a candidate's website, you're on the list and you're going to get solicited for money. Come on, Rush! You're making too big a deal of it." No, no, folks. You are invited to send a sympathy message, not donate. The first thing that happens is, you want to send a sympathy message. Well, my gosh, look at the number of people who never knew Princess Diana who left notes, letters, pictures of themselves all along the cortege route. So the campaign had to know that there would be a lot of people who wanted to send along well wishes and sympathy and so forth. That's the first thing people were asked to do. They weren't asked to donate. It's only after sending in the sympathy card or message that you are then solicited. I'm sure they said, "Thanks for the great sympathy note. We really appreciate it. It means a lot to us. By the way, 96 hours left to show that you have substance, or that there is substance, $25, $50, or whatever amount you can donate. There are only 96 hours to go," from campaign chairman David Bonior. (Laughing) HR just said in the IFB he could have at least done that part under separate cover. What do you mean? A separate thank-you note? A thank you, and then a follow-up? They at least could have done that? Well, that's time-consuming and it removes you one step from the sale.
